Controlling access can never be absolute. Contraband may end up on board. The best efforts of a well trained crew may still not be enough to prevent someone from bringing drugs, weapons, or other illegal items onto your ship.

Searching baggage is far more complex than simply opening it up to see what is inside. Proper practices and procedures need to be followed to comply with the law and to avoid an oversight that might create a security breach or worse, lead to a catastrophe.

Section 9.15 of the ISPS Code states "... all those seeking to board a ship should be liable to search." The ISPS code requires it. Each ship's security plan refers to it. Your entire crew needs to be able to do it. Conducting an effective search of all personnel boarding your ship is now an important, and required, part of ship and port security.

Lots of packages, from lots of sources, handled multiple times --- a difficult chain to keep intact and secure. Add to this our natural impulse to assume that if something is already packed, then it must be okay. This could be a recipe for disaster. However, a well run ship with a well trained crew view it differently. They see ship's stores as simply one more element to add to their list of searches and inspections; one more way to insure safety of the ship, it's crew and cargo.
